There are a lot of thoughtful cartoonists in the world of anime and fanart, visible in places like DeviantArt.. Many of them get into serious study of history in order to base their cartoons in other eras. Displacing time (fables and legends) is an effective way of evading censors.
Official songs were also a fruitful source of parody. We treat most national and state songs as deadly serous war anthems, but there's quite a bit of evidence for parody.
We recently used cartoons to get our firm's message across about the impact of AI on our industry (legal), and I'd agree with point 3. Humour doesn't always travel (even the word loses a letter moving from one side of the Atlantic to the other) but I think it's worth the effort. It tends to stand out from the crowd. Also, it keeps cartoonists off the streets, and the neighbourhood safer as a result! Right?
